CLAXTON: Penelope “Penny” Waters Salter, 72, began her Heavenly journey on September 2, 2024, at Ogeechee Area Hospice in Statesboro, Georgia to reunite with the love of her life, Ray Salter. She was surrounded by her loving family after a courageous battle with cancer. Penny was born in Tampa, Florida on March 11, 1952. She attended Jenkins High School in Savannah, Georgia. She resided in Long County, Georgia with her husband, Ray, for forty years. She was always known for her love of her family, friends, children, her horses and her dogs. Penny loved working with flowers and donated many arrangements.
She was preceded in death by her husband, Donnia “Ray” Salter; father, James H. Waters; brothers, Albert M. Waters and Andrew D. Waters; sister, Sheila McGill Lowe; paternal grandparents, Foy and Ruth Waters; and maternal grandparents, James M. and Alma Arnald.
SURVIVORS: her loving mother and caregiver, Dorothy M. Waters of Claxton, Ga.; sisters, Emilie (Ralph) Bowles of Sylvania, Ga., Alma “Sissy” (Allen) Hobbs of Martinez, Ga. and Jamie (Brad) Usry of Evans, Ga.; brother, Steven Luciano of Port St. Lucie, Fl.; Penny is also survived by several nieces and nephews whom she loved dearly.

BURIAL: Thursday, September 5, 2024, 3:30 p.m. at Elim Baptist Church Cemetery. (6650 Elim Church Road, Ludowici, Ga. 31316).
